Description
Procurement of a ‘rights to use’ software license for the on-premise provision of the Blood Establishment Computer System (BECS) via its ‘ePROGESA’ platform and associated modules including but not limited to the eDRM (Electronic Donor Records Management) service – a module of ‘ePROGESA. Maintenance and support of the software, upgrades, project management and consultancy fees to support implementation of functionality and the delivery of functional enhancements.

Legal Justification
The organisation needs to ensure that the Service remains in control and safe from a regulatory and Welsh population health perspective, in the delivery of key blood components and the transplantation results, to the patients of Wales. This modification will provide sufficient time for the required procurement to be progressed and essential maintenance to be undertaken. It will also allow the resource expertise to be available and engaged in a safe way, recognising the implementation of the new transplantation system.
Other Information
It is necessary to modify the existing term after the extension period that ends in November 2025, by a further 24 months, until November 2027. This extension will run alongside the implementation of a new commercial transplantation system by the Welsh Blood Service and will support the organisational need to ensure that the Service remains in control and safe from a regulatory and Welsh population health perspective, in the delivery of key blood components and transplantation results, to the patients of Wales. The modification will provide sufficient time for the required procurement to be progressed and for essential maintenance to be undertaken. It will also allow the resource expertise to be available and engaged in a safe way, recognising the major implementation of the new transplantation system also. (WA Ref:139102)
