BSOL Procurement Collaborative (hosted by University Hospitals Birmingham NHS FT) acting on behalf of Birmingham and Solihull Mental Health NHS Foundation Trust and Birmingham Women and Children’s NHS Foundation Trust Forward Thinking Birmingham, advise to the market of a collaborative procurement exercise and intention to issue a tender opportunity for the provision of a Mental Health Adult Inpatient beds, Psychiatric Intensive Care Unit, ACUTE and Mental Health Rehabilitation service.The service refers to Adults of working age between 18 to 65.The service provision is one commissioned and provided through Birmingham Children’s Hospital, Birmingham Women’s Hospital, Forward Thinking Birmingham Mental Health Service.The current Provider(s) contract expires in March 2025 and the new contract is to go live on 1April 2025.The aim of the Service is to provide adult male and female mental health Inpatient services with a flexible approach in terms of the provision of male and female acute beds enabling care to be delivered closer to home.The overall model is based on a total of Adult male Acute, Adult Female Acute, Adult Male PICU & Adult female PICU.Part of the initial process includes Provider Market Engagement with the Trusts looking to engage with Provider(s) for feedback regarding service delivery, lotting structure and draft specification. Those Provider(s) who express will be an interest will be sent a copy of the Pre-Engagement pack plus a copy of the draft service specification to which the Trust welcome feedback and comments by 17:00 hrs on 14.3.24 as there is a planned virtual Provider meeting organised for 19.3.24. The Trust invite Provider(s) to confirm their interest through the Atamis portal by 17:00 hrs on 14.3.24 following which will be invited to a virtual 121 meeting on 19.3.24 (the date is not negotiable and individual times to be confirmed on 15.3.24) which will comprise of a presentation and Q&A. The route to market for this service falls in-scope of the Provider Selection Regime with the specific procedure(s) as yet to be confirmed. If you wish to participate, please confirm in writing via the Atamis portal to Emma Leach – Category Manager by the deadline of 17:00 hrs on 14.3.2024. Any questions asked by Provider(s) must be submitted thorough the Atamis portal only and the Trust will publish anonymised questions plus responses through the same. As part of the service delivery there are so key criteria that will be expected from any potential Provider , these are ;Key Award Criteria for potential Provider(s) Upon commencement of the contract on 1st April 2025 Provider(s) will need to be capable of and have attained : • Existing facilities, ideally within West Midlands Conurbation to be able to provide Acute Mental Health in-patients and/or Psychiatric Intensive Care Units, and the ability to staff these facilities to safer staffing levels stipulated.• The facilities must be registered with the CQC to deliver the type of hospital for Mental Health & Capacity.• To provide information on locations and the number of beds that could be made available under contract of each type including sex.• The provider must be registered for the following regulated activities ; o Treatment of disease, disorder or injuryo Assessment or medical treatment for people detained under the Mental Health Act (1983).o Delivery of Diagnostic & Screening procedures• The above specifically registered to : o Care for adults under 65o People who are restricted under the Mental Health Act o Care for people with Mental health conditions• The Provider(s) must have a Registered Manager in-situ
