Description
The purpose of this notice is to communicate that, in line with Section 86 of the NHS Act 2006 and subject to Regulation 6 of the GMS Regulation and further to the issue of a Voluntary Ex-Ante Transparency Notice (VEAT) and due diligence, Hertfordshire and West Essex Integrated Care Board (ICB) has awarded a Standard General Medical Services (GMS) to Hoddesdon & Broxbourne Primary Care Network (H&B PCN), who are a legal entity capable of holding a primary care contract and are a PCN network in which The Limes Surgery is located. The GMS contract commenced on 1st February 2024 with an annual net value (Contract Global Sum minus Out of Hours opt out sum) of £897,118 and will have a duration that is in perpetuity (no defined end date). On 14th September 2023, the Authority published a Voluntary Ex-Ante Transparency Notice (VEAT) (Reference 2023/S 000-027206) to inform the market of its intention to award a contract to H&B PCN. The Authority applied a voluntary 10-day standstill period with no challenge received. The services which for the avoidance of doubt include but are not limited to primary care Essential (mandatory) Services and national (Direct Enhanced Services) and Local Enhanced Services.

Legal Justification
A voluntary ex ante transparency notice was published with no challenge to provide notice of NHS Hertfordshire and West Essex Integrated Care Board's (HWE ICB) intention to award a Standard General Medical Services (GMS) Contract, which is a contracting route to enable the commissioning of Primary Medical Services from The Limes Surgery, Hoddesdon, Hertfordshire with a duration that will be in perpetuity. HWE ICB's intention, in line with Section 86 of the NHS Act 2006 and subject to Regulation 6 of the GMS Regulations was to award this GMS contract, pending the successful completion of a due diligence process, to Hoddesdon & Broxbourne Primary Care Network (H&B PCN), who are a legal entity capable of holding a primary care contract and are a PCN network in which The Limes Surgery is located. HWE ICB believes that the short-term nature of the current Standard Alternative Provider Medical Services(APMS) Contract which runs out on 31st January 2024 provides disadvantages to this practice such as long-term sustainability, with the potential for multiple changes of provider over a short period which may also impact on the development of the local Primary Care Networks and the wider primary care and continuity of care to patients. A Prior Information Notice (PIN) was issued to the market in March 2023 the outputs of which have supported the evidence base commissioning decision for the future of The Limes Surgery. The GMS contract will commence from 1st February 2024 with an annual net value (Contract Global Sum minus Out Of Hours opt out sum) of £897,118 and will have a duration that is in perpetuity (no defined end date). The services which for the avoidance of doubt include but are not limited to primary care Essential(mandatory) Services and national (Direct Enhanced Services) and Local Enhanced Services. Any possible additional costs attributable to transition will be handled as a standard resilience bid/open book process as applicable to all practices.
