Description
A contract has been awarded following a tender process for an 8 bed Residential Children’s Home for Children Looked After (CLA) aged between 12 and 17 years old based in the borough of Camden. The service has been awarded to KPMS UK Ltd. The strengths of their tender include; a model which addresses children’s trauma and supports recovery, In-house social workers at the heart of care-planning and multiagency meetings, a strong focus on children and young people achieving their full potential, they are supported to develop structured ways of living to achieve goals such as employment and training, a creative approach to developing an environmentally sustainable service with residents including ecosystems for reusing waste, well supported staff with access psychotherapy, additional staff to support the service when needed. The contract is due to start on 1st April 2024 for a term of four (4) years.
Total Quantity or Scope
The procurement fell under the light touch regime which allows the council to design their own procurement process. For this procurement, a one-stage process similar to the Open procedure was undertaken. Suppliers submitted responses to both Selection Criteria (assessing technical capacity and experience) and Award Criteria (assessing proposals for delivering the service). The service is for an 8 bed Residential Children’s Home for Children Looked After (CLA) aged between 12 and 17 years old based in Camden. The children and young people referred to the service are ‘Looked After’ by the Council in line with the requirements of the Children Act 1989 and the Children Act 2004. The service will also accommodate Unaccompanied and Separated Children (UASC) who approach the local authority in line with our duties. The children utilising the service will have varying and complex needs. Many will have experienced family breakdown and or a history of unsuccessful placements. Alongside this they may have experienced physical, emotional sexual abuse, child criminal exploitation and or be at risk of significant harm. The children and young people will continue to have access to Looked After Children Camden Adolescent Mental Health Service and the Virtual School.
