Description
The supply of Microbism.
Total Quantity or Scope
The Chemical, Biological, Radiological and Nuclear (CBRN) team, part of the Defence Equipment and Support (DE&S) organisation within the UK Ministry of Defence (MOD), intends to place a contract with Teledyne-Flir via Southern Scientific for the provision of MICROBISM. MICROBISM is a project strand under LC3i which aims to address the disclosing capability to characterise both the level and extent of CBR (Chemical, Biological, Radiological) hazards in order to inform hazard avoidance and incident management. This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis, and is published for reasons of transparency. If you are interested in becoming a sub-contractor for this requirement, you should apply directly to the supplier named above.

Legal Justification
The Authority considers it can award this contract on a single source basis for both Technical Reasons and rational associated with the Protection of Exclusive Rights as the current manufacturer are the only company in the world to produce the product required. It is established that Microbism is only available from one manufacturer, Teledyne-Flir and distributed in Europe solely by Southern Scientific. The Authority considers that this contract can be awarded using the negotiated procedure without prior publication of a contract notice, pursuant to Regulation 16 Section A of the UK Defence and Security Public Contract Regulations 2011.
