Description
This notice is intended to provide confirmation of an awarded contract for Adult Community Services to its incumbent provider to continue to provide services within the West Essex 'place' area. This contract award notice follows the publication of a Voluntary Ex-Ante Transparency Notice (VEAT) (reference 2023/S 000-005751). The contract is for 1-year with the option to extend for a further year (1st April 2023 - 31st March 2024 with the option to extend to 31st March 2025). The value of this contract is £41,924,487. This will increase to £83,848,974 if the option to extend is utilised. Both values are exclusive of VAT. The value identified in this notice is the upper value inclusive of the option.

In line with the NHS Long Term plan, Herts and West Essex Integrated Care Board has an ambitious strategy to integrate the delivery of health and care for the population. The West Essex system has been on a journey of integration with its incumbent providers for a number of years to develop integrated solutions for delivery of services across a number of different pathways. The incumbent provider, Essex Partnership University NHS Foundation Trust (EPUT) are a key partner within the system. As a key partner the Authority has been working with EPUT to redesign services which will deliver true integration with both the local acute and primary care providers. The following key services are in scope (this list is not exhaustive): Community Nursing / Integrated Care Teams, Community Inpatient Beds, Early Supporting Discharge Stroke Service, Physiotherapy, Orthotics, Occupational Therapy, Speech & Language Therapy, Bladder & Bowl, Dietetics, Podiatry, Respiratory Physio, Pulmonary & Cardiac Rehab, Wheelchairs, Equipment, Long COVID and virtual hospitals . Also included are multi-provider services such as PCN Aligned Care Teams, Care Coordination Centre and Integrated MSK service which rely heavily on the integration of EPUT teams to deliver the West Essex place Out of Hospital Strategy.

Legal Justification
Herts and West Essex ICB has been working with its system partners for a number of years to develop a strategy to deliver truly integrated health services to its patient population. This development has reached a crucial point with a number of key transformational programmes being both in development, and in place, which are being tested and evaluated. The Hertfordshire and West Essex Board was established on 1st July 2022, as such commissioning strategies are being developed. To procure the services at this point will likely destabilise the excellent progress which is being made and delay implementation of the integrated care programmes. Any delay would also have an adverse impact on the patient population.
