Description
The Joint Sensors and Engagement Networks Team (JSENS), part of the UK Ministry of Defence, intends to award a contract amendment to Lockheed Martin UK Ampthill (LMUKA) Limited for the provision of further in-service support of the Land Environment Air Picture Provision (LEAPP) capability, which is installed on land based platforms and delivers shared air situational awareness via the provision of a local and recognised air picture. The current contract shall be extended by 12 months to 31st March 2025, at a value of £3m-£5m (Ex VAT), giving the contract an overall estimated value of £45m (Ex VAT).
Total Quantity or Scope
In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract, by way of an amendment to the Contract, without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons. This is because LMUKA is the Design Authority and original system integrator of the LEAPP capability and has supported it since it was introduced into service in 2014. LEAPP is a vital capability which improves the warning and management of air threats, coordination of air activity and de-confliction of airspace, resulting in greater combat effectiveness. Only LMUKA has the required technical expertise with regard to the development of its complicated software system (which consists of commercial off the shelf (COTS) software and modified existing military software and was the combination of several builds and sub-builds) and its integration and interface with the required land based platforms to be able to maintain the capability to the required safety and performance standards..
