Description

As part of the development process for a procurement strategy for a Planting, Grounds Maintenance, Stewardship and Vegetation Management Framework Agreement, Forestry and Land Scotland (FLS) is seeking views and information from the marketplace in connection with the areas set out in this Prior Information Notice (PIN). Full details can be found in the documentation provided with this notice. Please note, the framework agreement to which this PIN relates will have a lotting structure. However, II.1.6) of this notice indicates that it is not divided into lots. To be clear, this simply means that this PIN notice is not divided into lots. However, the framework agreement to which this PIN relates will be divided into lots, as detailed in the PIN documentation provided.

Total Quantity or Scope

A framework agreement provides a route to market for public sector contracting authorities to procure goods, services and works from a list of pre-approved suppliers. The purpose of the framework agreement is to provide a compliant route to market for FLS to procure requirements which existing contractors do not have the capacity to undertake, to replace contracts which have been terminated due to contract failure, or to replace contracts upon their expiration. The framework agreement will not be used as a route to market for any other reason.

Please complete the Market Engagement Questionnaire (found in the Additional Documents section of the PIN notice on Public Contracts Scotland) and submit this in response to the PIN notice on Public Contracts Scotland. Responses must be returned no later than Friday, 22nd March 2024 at 12:00pm. As part of this PIN, a webinar and an in-person suppliers’ day will be arranged. The webinar will be conducted in collaboration with the Supplier Development Programme, whilst the in-person event will be organised solely by FLS. The purpose of these events is to provide a better understanding of the framework agreement to interested parties and to gain feedback from the supply base which could be used to inform the strategy for putting the framework agreement in place. Both the webinar and the in-person suppliers’ day will consist of two parts: Presentation about the framework agreement; Interactive Q&A session. All interested parties are invited to attend the webinar and/or the in-person suppliers’ day. However, there will be limited availability for the in-person suppliers’ day so attendance will be limited to a maximum of 2 individuals per supplier and spaces will be allocated on a first-come, first-served basis. The webinar will take place on Tuesday 19th March 2024, 10:30pm-12:00pm. The in-person suppliers’ day will take place on Wednesday 20th March 2024, 11:00am-12:30pm at Battleby House, Redgorton, Perth, PH1 3EW. The content of the presentation will be the same on both days, however, suppliers are welcome to register for both events if desired. Interested parties who would like to attend any of these events must notify Craig Martin, Procurement Specialist, at Craig.Martin@forestryandland.gov.scot no later than 12:00pm, Monday 18th March 2024 and state which of the events you will be attending. To be clear, the purpose of these events will be to discuss the procurement and operation of the framework agreement. Specific information about the technical requirements which may be procured through the framework agreement will not be the focus of discussion.
