Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 26 March 2024 (8 working days following publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Representations by providers must be made to decision makers by 26th March 2024 (8 working days following publication of intention to award notice). They should be submitted in writing to d-icb.contracting@nhs.net This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The award decision makers were: NHS Devon ICB PSR Steering Group. There were no declared conflicts in relation to any of the items on the agenda of the Steering Group. An assessment of the provider was undertaken based on the evidence available from existing and previous contracts held by NHS Devon. Key Criteria for Quality and Innovation, Value, Integration, Collaboration and Service Sustainability and Improving Access, reducing health inequalities and facilitating choice were assessed as pass/fail - with a scoring of 0-5 (with no single score of 0, and no more than 1 criteria with a score of 2 or below). Social Value was assessed with the same scoring but with a weighting of 100%. A contract will be awarded for a period of 3 years commencing 01 April 2024 with the option to extend for a further period of up to 2 years. The amount payable to the provider under the contract is £6.351m.
