Description

As a newly formed unitary authority , North Yorkshire Council is in the very early stages of producing a Local Plan for the area (excluding the North York Moors and Yorkshire Dales National Parks). The commissioning of a HEDNA is a fundamental part of this process; it is required to inform key decisions on the amount, type and location of housing and economic development needed across North Yorkshire. In order to align with the Council's ambitious plan production timetable - Local Plan 'Issues and Options' consultation scheduled for Q4 2024 - it is anticipated that the commission will commence in April 2024 and should take no longer than 6 months to complete. At this stage, it is envisaged that the Local Plan period would run from 2028 to 2045. The specific requirements of the commission are set out in the sections below. Copies of previous similar studies from the former local authority areas and other supporting information, including Authority Monitoring Reports (AMRs), are available on the Council's website . The National Parks and the City of York It should be noted that the North York Moors National Park and the Yorkshire Dales National Park areas are outside the scope of this commission. As agreed with the respective national park planning authorities, their needs should be disaggregated from those of the North Yorkshire Local Plan area. Nevertheless, the authorities should be engaged through the HEDNA process. The importance and influence of the City of York within the wider context of the York and North Yorkshire Combined Authority should also be recognised through the HEDNA. However, at this stage - with the City of York Local Plan in the latter stages of production (currently at Examination in Public) - there is limited scope for joint working. Therefore, it has been agreed that the engagement process should be to ensure consistency and alignment in overall approach rather than to look at any shared needs and/or joint opportunities.
