Description

NHS Bath and North East Somerset Integrated Care Board ("BSW") is commissioning a GP with Extended role service for low risk basal cell carcinoma removal, carpal tunnel and vasectomy procedures. BSW is directly awarding a contract to the existing provider Salisbury Medical Practice in accordance with the criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023. The value of the contract is £200,000 per annum. The contract will be awarded for 3 years, with a total value of £600,000. The service will commence on 1st April 2024.

Total Quantity or Scope

The approximate lifetime value of the contract is £600,000. The contract is for three years (1 April 2024 to 31 March 2027). Consideration has been given to non GP Practice providers that may offer these services and it has been noted that those other providers have the opportunity to apply to become an accredited provider through the Right To Choose Framework. Where those applications are successful the Integrated Care Board would award contracts under Direct Award B as aligned to the Provider Selection Regime regulations 2023.

The Commissioner made the decision of directly awarding the incumbent provider Salisbury Medical Practice in accordance with the following five criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023: • Quality and innovation • Value • Integration, collaboration, and service sustainability • Improving access, reducing health inequalities and facilitating choice • Social value It has been advised that Salisbury Medical Practice has the evidenced ability to deliver the activity required to meet service requirements. A direct award to Salisbury Medical Practice would be appropriate and present the best value for the Commissioner in this circumstance. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 5th April 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The current incumbent, Salisbury Medical Practice, meets and in some cases exceeds the requirements. The provider is currently meeting the required outcomes within the contract. They offer good value for money and are meeting activity expectations. The decision was approved in line with Bath & North East Somerset Integrated Care Board's Scheme of Reservation and Delegation by the Finance and Investment Committee.
