Description

*PRIOR INFORMATION NOTICE ONLY* The West Yorkshire Combined Authority is looking establish a regional housing retrofit One Stop Shop. The purpose of the One Stop Shop is to provide a ‘single front door’ for trusted information, advice and support to all residents and landlords in the region to stimulate demand in domestic retrofit. This will include signposting residents and landlords to other services where relevant. The One Stop Shop must support the vision of the Combined Authority’s domestic net zero vision that ‘Everyone in West Yorkshire can live in a warm, comfortable and low carbon home’.

Total Quantity or Scope

One Stop Shops can take many different forms, as outlined in this report by Energy Cities: How to set up a One-Stop-Shop for integrated home energy renovation (https://energy-cities.eu/publication/how-to-set-up-a-one-stop-shop-for-integrate...). All of the models (facilitation, coordination, all-inclusive and ESCO) will be considered as part of the business case development process. In order to maintain pace, procurement activity will also commence in parallel (subject to securing funding). The One Stop Shop will provide advice using a multi-channel approach, including in-person engagement, a telephone line, and a digital platform. This approach will reduce the risk of exclusion of underserved communities and digitally excluded groups, whilst increasing access to resources for vulnerable households. The intention is that the One Stop Shop will provide PAS2035 compliant energy advice and assessments but households will determine the types of measures they want to progress with and when. All government grant funded activity will need to be installed to PAS2035. Due to the level of complexity of this scheme and the need to develop the retrofit and renewables supply chain, the intention is to phase delivery of the One Stop Shop over a five-year period beginning at the end of 2024 Subject to securing funding, the Combined Authority is looking to appoint a contractor(s) to provide energy advice and domestic retrofit installation services. The potential contract opportunity is estimated at up to £500m, (inclusive of the total cost of homes retrofitted over 5 years).
