Total Quantity or Scope
• Extensive recent experience and knowledge of the activities, working practices, priorities and constraints of the Army Information Activities (IA) Capability Programme, its Lead User organisation and the IA EHub project. • Independence from services currently delivered to the Army IA Capability Programme and Information Activities EHub. • Deep technical expertise and experience in applying to Military IA novel technologies and methods in the areas of digital communications, open source intelligence and applied data management and analytics. • Extensive expertise and recent experience in the development and deployment of data exploitation and analytics capabilities on the MOD cloud-infrastructure. • Deep understanding and recent experience of MOD and Army data management and governance structures, policies, and processes.

Legal Justification
The purpose of this Voluntary Transparency Notice is to notify the market that Dstl intends to conduct a single source procurement for the provision of specialist Experimental Hub (EHub) applied research support. The requirement is considered single source as it necessitates all of the following technical and delivery criteria that could not be met by an alternative supplier: • Extensive recent experience and knowledge of the activities, working practices, priorities and constraints of the Army Information Activities (IA) Capability Programme, its Lead User organisation and the IA EHub project. • Independence from services currently delivered to the Army IA Capability Programme and Information Activities EHub. • Deep technical expertise and experience in applying to Military IA novel technologies and methods in the areas of digital communications, open source intelligence and applied data management and analytics. • Extensive expertise and recent experience in the development and deployment of data exploitation and analytics capabilities on the MOD cloud-infrastructure. • Deep understanding and recent experience of MOD and Army data management and governance structures, policies, and processes. This procurement strategy will ensure that critical work can be delivered within the period required and without undue risk or delay to the EHub project and the capability programme that it supports.
