Description
NGN has engaged with a specialist parts identification supplier to determine requirements for, availability of and in some cases the suitability of current items to replace those that are now obsolete for the servicing and refurbishment of some of its existing electrical instrumentation and control equipment. That assessment which has been carried out in conjunction with the NGN team is now complete and as such NGN intends to pace a contract for their provision. At the start of this exercise it was not envisaged that the contract value would be above the procurement threshold for goods and services however as that is the case NGN are issuing this notice to confirm its intentions to the market. NGN is also in the process of conducting an above threshold procurement process which is due to conclude this year that will provide a compliant and competitive supply base for such activities going forwards. Pre-qualification questionnaires have been issued for this requirement on Achilles UVDB, the event is closed, and submissions are being assessed to enable the resultant tender process to be undertaken.

Legal Justification
NGN have asked Part Hunter to review, using their specialist knowledge, current NGN installations to determine the availability of replacements and in some cases the suitability of current items to replace those that are now obsolete. As a result Part Hunter in conjunction with NGN have compiled a list of required items that NGN now wish to Purchase from this supplier. At the outset of this process it was not expected that the value of the contract would exceed the procurement threshold, As such NGN is issuing this VEAT notice siting (1) Utilities may use the negotiated procedure without prior call for competition in the following cases- (f) for new works or services consisting in the repetition of similar works or services assigned to the contractor to which the same utility awarded an earlier contract, provided that such works or services conform to a basic project for which a first contract was awarded following a procedure in accordance with regulation 44(1) and (2). It should also be noted that a formal tender process to create a framework agreement for the supply of such products and services has been advertised on Achilles UVDB, the event is now closed and PQQ evaluations are on going.
