Description

Dŵr Cymru Cyfyngedig (DCC) Welsh Water intends to initiate a tender process to secure delivery of Water Network Alliance (WNA) Works from 2025 for up to 8 years. DCC is currently reviewing the precise structure, and nature of works to be undertaken, to both enhance, maintain and extend its current water network assets. This PIN is issued to launch a market engagement exercise before DCC publish its contract notice which is currently expected to be in late Spring/early Summer 2024. The primary focus of this market engagement is to provide market intelligence and an insight into market availability, to test with the market various options for delivery that will offer the greatest value for our customers, as well as any perceived risks and opportunities. It is not itself a call for tender or a pre-qualification exercise. The main areas of Works are split into 3 separate Lots as follows: Lot 1 – Metering & Customer Appointment Programmes This Lot to include a Progressive metering and reactive meter replacement programme, new connection meter installations, private leakage supply, and communication pipe repairs and replacement, and a lead pipe replacement programme Lot 2 – Network Maintenance This Lot to include Leakage water network repairs, water network apparatus repair and maintenance, a standby service, and on-site investigation Works Lot 3 - Mains Rehabilitation &Mains Laying The delivery of mains rehabilitation programmes to replace AC Mains and cleanse / replace water mains under a Zonal Delivery Programme. The laying of new mains or diversion of existing mains for Developer Services.

Total Quantity or Scope

DCC is seeking to procure a minimum of two separate Contractors across the 3 Lots and intends to undertake the procurement process under the negotiated procedure in accordance with the Utilities Contracts Regulations 2016. The estimated annual value of each Lot is as follows: Lot 1 – Metering & Customer Appointment Programmes approx. £30 million per annum Lot 2 – Repair & Maintenance approx. £30 million per annum Lot 3 - Mains Rehabilitation & Mains Laying approx. £40million per annum

This notice is issued solely for the purpose of undertaking market engagement to gauge capability and interest in the market to assist in our decision making prior to the commencement of the procurement process.
