Description

The LB Southwark seeks to establish a dynamic purchasing system for the procurement and management of temporary accommodation units. This is a long term opportunity which aims to increase the council's capacity to provide temporary accommodation to homeless households that meet the suitability criteria. The council requires accommodation and related management services which are tailored to residents' needs and which reflects value for money. The council also seeks to improve the quality of accommodation and services. The DPS will operate across one category for all forms of accommodation in- borough, London and further afield. Potential providers will be not be required to have properties available at the point of applying for this opportunity. The council will be using the Access Adam on-line portal to run and manage the whole procurement, contract and property management process. The intention of this notice to encourage known and new providers to engage with the council in advance of the formal procurement. A provider engagement conference will take place on Thursday 23 May and Tuesday 28 May. Access Adam will also be available to provide details on training on the operation of the purchasing system. Total Quantity or Scope

The council will use the DPS as its primary route for the procurement of all forms of temporary accommodation. Properties will be procured in Southwark, adjoining boroughs, Greater London, South East England and further afield. Properties will be primarily procured on a standard form of lease for 3, 5 and up to 10 years. All properties will be managed by the provider unless otherwise agreed in line with a management agreement which shall be contractually binding. The council will be the legal landlord and be responsible for tenancy creation, rent collection or transfer. The council will use a single portal for all transactions and the provider will be required to operate the system at their end, including uploading of documents and information and all invoicing.
