Description

This Prior Information Notice (PIN) is in relation to the renewal framework for the supply and delivery of Bitumen and Associated Products, available for all 32 Council areas in Scotland and Scotland Excel Associate Members. It is anticipated that the scope of the materials covered under the framework will include, but not be limited to, bulk bitumen, reinstatement products, surface dressings, mortars and cementitious products, and sundries.

Lot Division

1 Supply and Delivery of Bulk Bitumen

This lot is anticipated to provide councils and other participating bodies with a mechanism to procure Bulk Bitumen, including a range of bitumen emulsions and binders supplied in bulk storage tankers. However, it should be stated that the final lot structure has still to be confirmed and as such is subject to change.
2 Supply and Delivery of Reinstatement Products

This lot is anticipated to provide councils and other participating bodies with a mechanism to procure Reinstatement Products, including a range of products to allow fast repair to roads and rapid reinstatement of road furniture and ironworks. It is anticipated this will be delivered in bagged or barrel form. However, it should be stated that the final lot structure has still to be confirmed and as such is subject to change.
3 Supply and Delivery of Surface Dressing Products

This lot is anticipated to provide councils and other participating bodies with a mechanism to procure Surface Dressing Products, including a range of products which restore skidding resistance, seal the road surface to prevent water ingress and help the overlay adhere to the underlying, weathered pavement surface. It is anticipated this will be delivered in bagged or barrel form. However, it should be stated that the final lot structure has still to be confirmed and as such is subject to change.
4 Supply and Delivery of Mortars and Cementitious Products

This lot is anticipated to provide councils and other participating bodies with a mechanism to procure Mortars and Cementitious Products including a range of fast set mortars and deferred set materials for general repairs. It is anticipated this will be delivered in tub form. However, it should be stated that the final lot structure has still to be confirmed and as such is subject to change.
5 Supply and Delivery of Sundry Bitumen Related Products

This lot is anticipated to provide councils and other participating bodies with a mechanism to procure Sundry Bitumen Related Products including industrial bitumen cleaners. However, it should be stated that the final lot structure has still to be confirmed and as such is subject to change.

Scotland Excel envisages publishing a future tender opportunity on behalf of 32 Councils in Scotland, Tayside Contracts, Associate Members and any body created pursuant to the National Health Service Scotland Act (1978) or other body, established pursuant to the Public Bodies (Joint Working) (Scotland) Act 2014. Scotland Excel endeavours to implement the most effective framework for both purchasers and suppliers and therefore invites suppliers to provide input in relation to the potential scope and structure of the renewal framework. NOTE: At this stage there is an opportunity for interested parties to meet with Scotland Excel to discuss the upcoming framework.
