Legal Justification
The Authority procured the contractor to design and create a fully integrated Minimum Viable Product (MVP) of the Money Helper Pensions Dashboard. The Authority now requires additional technical architecture and business analysis services. The additional services are required so that the Beta testing stage of the project can commence. The contractor and the Authority benefit from substantial shared technical, inter-operational skills and knowledge in respect of the services. [text continues in VI.3.0.1 Additional Information]

[continued from VII.2.2.2 Description of reason]If the Authority did not vary the contract, it would have to conclude the incomplete project. To test, evaluate and score through a procurement exercise, on-board and then mobilise a new supplier to deliver the additional services would impact key milestones of the project, causing significant inconvenience and sequential delays thereafter to the project and the wider programme. A procurement exercise would duplicate and increase costs, duplicate work already undertaken and require time for the extensive technical knowledge of the contractor to be transferred to a new supplier. The cost of the additional services is 30% of the original contract value. The modification is therefore permissible in accordance with regulation 72(1)(b)(i) and (ii) of the Public Contracts Regulations 2015.
