Description

Essex County Council commissioned a provider to deliver advice, support and information in relation to alcohol misuse, to provide assessment, care planning and appropriate interventions to those with alcohol misuse issues and concerns; to provide pre and post detoxification support for those needing community or residential detoxification. The contract will be held by Essex County Council who will manage the contract. Throughout this specification it is assumed that services will be provided to alcohol misusing adults, young people (17 and 18 assessed as suitable for adult services), whole families and those vulnerable clients/groups who have been identified as either at risk or affected from substance misuse.

This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023.For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified. In line with the specified NHS England guidance regarding the supporting evidence for PSR transparency notices, please be advised that the Council's decision makers who approved this contractual extension were the Executive Director, Economy, Investment and Public Health in consultation with Cabinet Member for Health, Adult Social Care and ICS Integration and the Council's Executive Director, Corporate Services, Section 151 officer. Please note that the details of the successful bidder were subject to a change notice following the publication of the original contract award notice to address a clerical error. For the avoidance of any further doubt, please be advised that the details of the successful bidder in this FTS transparency notice reflect the correct position as detailed in the OJEU change notice (reference number: 2019/S 049-113334). In addition, please note that the original contract award notice for this service incorrectly attributed the full budget of £5,000,000 as the awarded value rather than reflecting the scope of the successful bidder's tendered rate due to a clerical error. As the guidance notes for the FTS transparency notice specify that the details in sections I to VI inclusive should reflect the published information in the original contract award notice, this position has been maintained in Section V 2.4 Total Value of the Procurement . For the avoidance of any further doubt, please be advised that the information within Section VII (Modifications to the contract - Section VII 2.3 Increase in price) reflects the impact of the contract variation on the awarded value rather than the incorrectly specified value within the original contract award notice.
