Description
The RAF Youth STEM programme is the largest of its kind across UK Government and seeks to maximise reach nationally. In order to promote the RAF and our role in support of STEM nationally, we have to identify engagement routes that do not require direct RAF interaction, but support the same aims and objectives. The Arkwright Scholars programme, delivered by the Smallpeice Trust, is a nationally recognised programme that provides financial support to sixth form students who wish to study engineering at university.

Legal Justification
This was due to the need to engage directly with the supplier of the scholarships to achieve best value for money for the taxpayer - any other route to market would involve additional layers of bureaucracy, stakeholders and spend. No alternative equivalent sponsorship programme has been identified. After a search of potential frameworks around sponsorships found no suitable alternative it was concluded that the most appropriate route to market for this requirement was to negotiate with the Supplier direct.
