Description
YPO are looking for a sole supplier to be appointed onto a Framework for natural gas as well as related associated services for all public sector organisations. This Framework is designed to meet the needs of both YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Provider and the Provider will deliver direct to the end customer.
Total Quantity or Scope
YPO are looking for a sole supplier to be appointed onto a Framework for natural gas as well as related associated services for all public sector organisations. This Framework is designed to meet the needs of both YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Provider and the Provider will deliver direct to the end customer. YPO requires the ability to trade volumes of gas from the framework award date which is anticipated to be at 8 months before the Framework start date of 1st April 2025. This will allow YPO to purchase the gas requirements on behalf of our customers prior to the Framework start date, in readiness for the start of the Framework. YPO requires the option to trade gas volumes beyond the Framework period and to ‘sleeve’ onto the next Framework agreement. YPO may also require the ability to ‘sleeve’ volume onto this Framework Agreement. These transactions will be completed free of charge and will be determined by the price of the gas secured through hedging activity. The supply will also include an ability to provide additional services along the theme of providing innovation and energy efficiencies that are set out within the tender documentation. Renewal Options
There is a possibility that this Framework will be subject to renewal after 6.5 years from the commencement date The Framework Agreement will cover the period from 01 April 2025 to 31 March 2029 with two options to extend for an additional 24 months. The first decision to extend the Framework period will be taken by the end of December 2028 and will be dependent on satisfactory completion of all aspects of the Framework to date, the current market conditions for this category and YPO’s contracting structures. The maximum Framework period will therefore be 8 years, from 01 April 2025 to 31 March 2033 (subject to an annual review, incorporating price negotiations and KPI performance).

The Cost/Quality split for the evaluation of this tender will be Cost 34% Quality 66% with the Cost elements embedded across elements A,B and D of the evaluation criteria. The specified criteria for the full procurement is as follows: A - Portfolio Actualisation and Trading Services (Including trading fees) 30% B - Price Determination and Payment Terms 30% C - Customer Service – Framework Customer and Authority 25% D - Additional Services 5% E - Social Value and Sustainability 10% YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 10 calendar days and provides time for unsuccessful tenderer's to challenge the award decision before the contract is entered into. The Public Contract Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
