The Derby and Derbyshire Safeguarding Children Partnership ("DDSCP") is the multi-agency safeguarding arrangement representing the statutory partners: Derby City Council, Derbyshire County Council, Derbyshire Police and Derbyshire Integrated Care Board. The DDSCP provides multi-agency training.

All agencies book their training through the online learning management system (LMS) that is provided by PHEW Design Ltd (the supplier). The LMS was procured in 2019 and subsequent review of the service indicates that the system delivers the required specialist online portal that delivers both online face to face training and the development of online E-learning packages to meet the standards expected of the service for staff and volunteers. There is no alternative supplier and we currently have 11K registered professionals accessing training through the LMS The contract will run for 5 years with no options to extend The Learning Management System is paid for on an annual basis calculated on the licences used for online learning (Face to face or Electronic courses) and anticipated usage for the coming year. Award of a contract without prior publication of a call for competition in OJEU as the procurement falls outside the scope of application of the directive. The Council will observe a 10 day standstill period
