Description
UK Shared Business Services Limited (UK SBS) on behalf of the Department for Energy Security and Net Zero (DESNZ) invite you to this Request for Proposal for subscription services for market insight relating to the power sector. Introduction The Department for Energy Security and Net Zero (DESNZ) is responsible for ensuring that the UK has energy supplies that are reliable, affordable and clean. To ensure DESNZ has sufficient market insight to support these responsibilities, DESNZ procures a range of external market data, insights and briefings for the energy sector to inform what the market outlook is, how the sector will respond to change, and to provide assurance and additional evidence to support assumptions setting within our business-critical models. In this context, DESNZ is looking to procure a subscription, starting in April 2024, to provide regular reports on trends in the electricity supply, commodities and hydrogen sectors in GB and Europe. Expected outputs would be a combination of regular publications, briefings, newsletters, statistical publications, datasets and models provided by email or available on a provider’s website. These services will ensure that DESNZ has regular market insight on the power, gas and hydrogen sectors to support decision making and feed into business-critical models. Scope of the Requirement DESNZ are interested in market insight across a range of sectors, outlined below. Given the breadth of coverage requested we have only indicated the high-level areas the subscription should cover. We appreciate the coverage of subscriptions may vary, with some subscriptions covering specific aspects in more detail than others, and vice versa, bidders should set out the available products (such as bulletins, reports, datasets) within their proposal. • Great Britain (GB) power price projections: Regular forecasts for wholesale power prices (baseload prices, peak prices and renewable capture prices) out to at least 2050. This service should include a detailed explanation of the forecast methodology as well as explanations of any substantial changes to the forecast from the previous iteration. • GB energy market insights: this service should provide regular (e.g. monthly) publication/bulletins providing information on key news and events in the GB power and gas markets. This should cover key news in policy, industry, markets, and regulation for GB. We would also expect periodic deep dives into specific subject areas such as policy reform or market developments • European energy market insights: similarly, this service should provide regular publications covering key news in energy (gas and power) policy, industry and markets for at least France and Germany, additional countries would be beneficial but are not required. • Hydrogen: this service should provide a regular overview of the current European hydrogen landscape and market dynamics, to help keep us abreast of issues such as international hydrogen strategies and funding initiatives, electrolyser capacity, and the cost of hydrogen production. The services will be contracted for a duration of 2 years with the option to extend for a further year at the end of the initial contracted period.
Total Quantity or Scope
We would expect the supplier to provide a combination of regular publications, briefings, newsletters, statistical publications, datasets, and models available on a provider’s website with targeted emails to share this information with relevant users within DESNZ. We expect the provider to be able to track the usage of these services and provide this information to DESNZ for monitoring and improving usage of the subscription. We would also expect the successful supplier to make relevant experts on specific subjects or report authors available for discussion with DESNZ employees. There are approximately 4000 members of staff within the Department and whilst not all will require direct access to the service it is anticipated that the Department will require 100 licenses per year. Bidders are to cost for this accordingly within AW5.2 and will also be required to provide a cost per licence which will be used on a call off basis should additional user access be required. Where additional licenses are required, the supplier shall ensure that access is granted under the new licence within 5 working days. Bidders are to note that The Department reserves the right to share relevant information obtained from the subscription service across other employed members of the organisation.
