Description

NHS Shared Business Services Limited (NHS SBS) act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS SBS intends to put in place a Framework Agreement for the provision of Population Health Management and related Goods and Services for Healthcare to be used by NHS SBS Approved Organisations. Lot Division

1 Population Health Management Enterprise Systems

Delivery of population health management systems that will support the NHS's and other public sector organisations desire to deliver population level health and care across whole, or large-scale areas of the population - for example, an integrated care system, a city or town, a health community, a large acute Trust or a local authority - or multiples of these. Lot 1 is suitable for solutions with the below characteristics: o Solutions that can address large scale populations, however defined. o Multiple features and functionality, covering a wide range of Population Health Management. o Typically draws data from a range of sources of other organisations. o Horizontal integration to provide large populations to manage. o May or may not include the features and functionality of more specialist solutions.

2 Population Health Management Specialist Software

Delivery of population health management systems that will support the NHS's and other public sector organisations desire to deliver population level health and care, but for more focused areas than the broader lot 1. • Lot 2 is suitable for suppliers with: o A PHM solution focused on social prescribing, drawing on data on the VCSE sector, charities, and looking at more social than clinical data. o A PHM solution focused on a specific area such as management, environmental data, or other social determinants of health. o Specific PHM health solutions, for example, just focusing on risk stratification or more limited reporting areas. • Typically draws data from a small range of data sources and few organisations. • Lot 2 systems are designed to work either stand-alone in their designated, specialist area or also to integrate with and share data into a wider PHM solution, that would be procured via Lot 1.

3 Population Health Management Consulting Services

The nature of services will be to address a variety of needs through providing information, advice, direction and potential solutions to customers. Suppliers will be expected to be able to assist customers to make more informed decisions surrounding their population health programme. • Support of the delivery of population health management to the NHS and broader public sector. • Consultancy services are about helping the NHS or other public sector organisations that may use this framework to implement and deliver population support for some or all of the people who live in the areas they either commission or provide health and care services to. • Consultancy could extend across the NHS, wider health, public health, local government, broader policy areas impacting on health (such as transportation policy, housing policy, employment, environmental - other areas of policy relating to population health management and social determinants of health. • Consultancy might also be more targeted, dealing with a more limited area of healthcare, such as risk stratification, social prescribing, medicines usage, etc.

The Framework Agreement duration will be an initial two years with the option to extend for up to an additional two years. Please see description in the main contract objective on the Request for Information (RFI). Lots will be defined as an outcome of this initial market engagement PIN. The new Framework is subject to review and change and is expected to go live on 30/05/2025. Please see the link at section 1.3 above for instructions on how to participate and submit RFI responses via SAP Ariba. This Prior Information Notice (PIN) is to signal an intention to commence market engagement with those within Population Health Management market. Please complete the RFI via the SAP Ariba portal. NHS Shared Business Services Limited (NHS SBS) reserves the right to withdraw this notice at any time. NHS SBS is not bound to accept any proposals submitted by Bidders and is not liable for any costs incurred as a result of Bidders engaging with this process. This early market engagement exercise does not guarantee that a Procurement will take place and NHS SBS reserves the right to defer from any Procurement entirely. NHS SBS intends to hold market engagement sessions during July/August 2024 with industry experts and suppliers interested in potentially bidding for the resulting Framework Agreement. NHS SBS will use an eSourcing system for all procurement activity taken in relation to this PIN and future opportunity. The eSourcing system we use is SAP Ariba. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a Framework Agreement if invited to do so.
