Description

The Welsh Government on behalf of the Welsh Ministers (the client) wish to let a contract to commission a five-year programme of inspections of the condition of all listed building in Wales, by local planning authority area, and for this information to be made available on a secure, searchable, web application.

Total Quantity or Scope

At a basic level the surveys provide information relating to the condition, use and risk status of all listed buildings in Wales. The database and web application provides direct and immediate access to this information to help local planning authorities meet their responsibilities for the protection of listed buildings and to assist Cadw in considering its priorities for grant assistance. The data is also used to report against the relevant National Indicator for Wales as required by the ‘Well-being of Future Generations (Wales) Act 2015. The successful bidder will be expected to provide the following: 1. A programme for the inspection of the condition of all listed buildings in Wales on a local planning authority basis over a five-year period; 2. Inspection results, made easily accessible on a secure, searchable, bi-lingual web application which identifies the condition and risk status of listed buildings, displayed in a user-friendly format, with data sheets, to include photographs, for individual buildings according to local authority area, community and building type and the ability to produce reports on buildings according to a number of criteria (costs for the development of the web application do not form part of this contract); 3. Regular reports on progress of surveys and analysis of findings. The surveys are to be undertaken by a suitably qualified and competent professional such as a surveyor or structural engineer who is experienced in the assessment of historic buildings and who is able to make an assessment of risk on individual buildings in a systematic and consistent way. The IT component is to be undertaken by suitably qualified and experienced personnel, with proven experience of providing online data driven web applications that include web mapping functionality. The successful contractor will be required to meet National and Welsh Government ICT and information security requirements.
