LUPC is looking to place a supplier framework agreement for the provision of an eTendering platform, compliant with PCR 2015 and that will be compliant and compatible with the Procurement Act 2023.

Total Quantity or Scope

LUPC is looking to place a supplier framework agreement for the provision of an eTendering platform, compliant with Public Contracts Regulation 2015 and that will be compliant and compatible with the Procurement Act 2023. To be considered for this opportunity, Suppliers must be an official “eSender”, authorised by the Cabinet Office to publish public procurement notices to Find a Tender Service and Contracts Finder. Systems must also have the capability to publish procurement notices to OJEU / TED. In addition, all Suppliers must deliver all 5 core procurement electronic functionalities, without the customer needing to engage, transact, contract nor carry out implementation work with a 3rd party supplier / provider: 1) eTendering (including the publication of Electronic Notices) 2) Electronic tender evaluation 3) Electronic Contact management 4) Dynamic Purchasing Systems (DPS) 5) Electronic Auctions (eAuctions) Account management and customer support will also be required, as well as implementation and post-implementation services such as training and consultancy. The transfer of tender and / or contract related data from previous incumbent systems may also be required. LUPC, acting as the Consortium, is working with the other Universities Purchasing Consortia (UPCs) listed below, and their respective Member Institutions, to establish a National Framework Agreement for the Provision of eTendering platforms across England, Wales: • Southern Universities Purchasing Consortium (SUPC) http://www.supc.ac.uk/engage/our-members/our-members • North East Universities Purchasing Consortium (NEUPC) http://www.neupc.ac.uk/our-members • North West Universities Purchasing Consortium (NWUPC) http://www.nwupc.ac.uk/our-members • London Universities Purchasing Consortium (LUPC) http://www.lupc.ac.uk/list-of-members.html • Advanced Procurement for Universities and Colleges (APUC) http://www.apuc-scot.ac.uk/#!/members • Higher Education Purchasing Consortium Wales (HEPCW) http://www.hepcw.ac.uk/ • Crescent Purchasing Consortium (CPC) https://www.thecpc.ac.uk/ There are no guarantees of volume or spend.

Renewal Options

LUPC may elect to extend this agreement by up two extensions of up to 12 months each, subject to satisfactory performance.
