Description

The Education Authority (EA) will shortly be undertaking a procurement process to establish a framework agreement for the appointment of Integrated Consultant Teams (ICTs) for the delivery of above UK procurement threshold Construction Professional Services. Before commencing that process, EA is seeking the views of interested parties that may wish to participate in the forthcoming procurement process, in relation to certain structural aspects of the procurement.

The purpose of this PIN and associated Request for Information (RFI) document available at the link specified below is to invite interested parties to express and register their interest in the forthcoming opportunity and provide information as part of a pre-market engagement (PME) exercise, to assist with EA’s refinement and finalization of the procurement process. The RFI contains further information about the opportunity and sets out the information being sought at this stage from interested parties. The RFI should be completed and returned to EA as directed below. The procurement strategy, process and certain aspects of the procurement will be finalized by EA following the PME exercise. EA intends, as part of this PME, to hold a PME briefing event on 28th June 2024 which will take place online via Microsoft Teams. This event will provide interested parties with an overview of the market engagement, options appraisal, planning and preparations undertaken by EA to date and EA’s proposed procurement strategy for the forthcoming procurement process. Registration for the PME briefing event shall be through the following link. https://forms.office.com/e/zgQ2jcmfKB (live link included in RFI document). Registration for the PME briefing event shall only be through this link and must be received by the EA on or before 5pm on 21st June 2024. The option to submit a registration will be removed from the system at the moment the receipt deadline is passed. Telephoned or emailed registration requests will not be accepted. The PME briefing event shall comprise of a presentation with an opportunity afterwards for interested parties to raise clarification questions with EA. Following the PME briefing event, all interested parties should complete a response to the RFI and return to EA no later than 5pm 10th July 2024 via the following link https://forms.office.com/e/8DVnnDskSD (live link included in RFI document). RFI responses shall only be via this link. The option to submit an RFI response will be removed from the system at the moment the receipt deadline is passed. Telephoned or emailed RFI responses will not be accepted. EA intends to establish a multi-supplier framework agreement for appointment of ICTs for above UK procurement threshold Construction Professional Services. This framework will be divided into 6 lots (based on professional fee value bands) with a maximum of 8 ICTs appointed to each lot. ICTs will be permitted to tender for one, some or all of the lots, but if successful in more than one lot, can only be appointed to a maximum of 3 lots. It is important to note that this PIN and the RFI do not constitute a call for competition, a pre-qualification questionnaire, part of any pre-qualification, selection process or a current tender opportunity. All interested parties will need to express a formal interest in any future tender opportunity in due course once a contract notice (as appropriate) is published. EA welcomes interest from all interested parties. Interested parties will not be prejudiced by any response or failure to respond to this PIN or the RFI. Participation or non-participation in the PME exercise shall not prevent any interested parties from participating in any subsequent procurement exercise. EA cannot guarantee that it will incorporate all or any feedback received into any subsequent procurement and is not bound to adopt or accept any positions or proposals that may be set out in an interested party’s response to the RFI. All information shared with interested parties as part of the PME exercise (including, for the avoidance of doubt, a copy of the presentations, questions and responses provided and any update on the PME exercise) will be made available to all parties that express an interest in participating in any subsequent procurement exercise.
