Description

The Strategic Development Advice contractor will be required to provide the following services: Provision of Strategic Advice to HIE; advise on the delivery of the project; advise on Funding Assistance to assist HIE to secure external funding; development and execution of HIE’s Town Planning Strategy; Advise and agree any development protocols. This list is not exhaustive but provides the basis of services required. Full details are provided in the Tender documentation.

Total Quantity or Scope

It is expected that these services will be required from early October 2024 for a period of 4 years, unless terminated in accordance with the provisions of the Framework agreement. The budget currently available to deliver this service is between GBP 360 000 and GBP 400 000 (excluding VAT). This figure is inclusive of Travel and Subsistence (T&S). However, for delivery in certain locations, HIE may accept additional T&S and travel time costs. These will be identified at the call-off and will be payable for Shetland, Orkney, Outer Hebrides and parts of Argyll and the Islands. In such cases, fees for travel, ferries, flights and accommodation, will be agreed with HIE (in advance), will be at rates appropriate for a public sector contract and be paid “at cost”. The supplier will be able to claim for costs associated with travel within the HIE Area but not for travel to and from the HIE area. Travel time and costs should be from either the HIE Principal Office, or the supplier's office whichever is the lesser distance/cost to HIE.

Renewal Options

The framework will be awarded for a period of 4 years. In accordance with Regulation 72(1)(a) of the Public Contracts (Scotland) Regulations 2015, HIE reserves the right to make changes to the volume or scope of the Services to be supplied under the Framework, particularly with regard to demand and budgetary availability or where HIE’s strategic focus changes as a result of changes in Scottish Government policy or as a result of a direction given to them by the Scottish Government. This may result in amendments to requirements under the Framework, including but not limited to: - reduction/ removal of Services, e.g., HIE actioning more of the services or elements of the services themselves - the addition of similar Services - increasing the volume of Services

Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. This Framework will be non-exclusive i.e. HIE reserves the right, in certain circumstances, to procure out with the Framework as and when required. The Award criteria will be marked according to the following criteria: 0 - Unacceptable - Nil or inadequate response which fails to demonstrate an ability to meet the requirement. 1 - Poor - Response is partially relevant but generally poor. It addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 2 - Acceptable - Response is relevant and acceptable. It addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 3 - Good - Response is relevant and good. It is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 4 - Excellent - Response is completely relevant and excellent overall. It is comprehensive, unambiguous and demonstrate a thorough understanding of the requirement and provides details of how the requirement will be met in full.
