Description

Monmouthshire County Council are proposing to undertake a procurement exercise for the provision of milk, dairy, eggs, and plant based dairy alternatives. It is anticipated that the scope of the products covered by this procurement exercise will include a range of dairy products including but not limited to whole milk, semi skimmed milk, skimmed milk, organic milk, plant-based milk alternatives, eggs, ice cream, yoghurt, and plant-based alternatives. The Council has previously procured its milk and dairy products as part of a wider collaborative framework. The Council is however keen to ensure that food procurement aligns with the Councils ambition to be a zero-carbon county and its wider policies for decarbonisation and socially responsible procurement. The Council has also undertaken a review of its supply requirements including lotting, supply chain resilience and distribution and delivery needs which has necessitated a stand-alone procurement process to reflect our revised needs. We have introduced an alternative lotting strategy to enable micro and Small Medium Enterprises to access this procurement process, to increase supply chain resilience for essential commodities and to reflect the distribution requirements and geographic extent of the County.

This Prior Information Notice (PIN) is a call for expression of interest regarding the supply and delivery of milk, dairy products, and plant-based alternatives throughout Monmouthshire. Deliveries will be made to individual sites within specified time slots when a member of staff is present to receive the goods. For those interested in finding out further information regarding this procurement exercise, a meet the buyer event is being held at Dingestow Village Hall at 1pm on Monday 24th June. You will have the opportunity to hear from Council representatives and seek clarification on any queries you may have. The Council invites the market place to inform the Authorities' procurement process and to this end would welcome any written submissions (not exceeding 4 sides of A4 paper) from potential suppliers indicating: i. Their likely interest in bidding for such a procurement and details of any similar arrangements delivered elsewhere showing relevant examples of where they have carried out the above-mentioned points. ii. Proposals and recommendations on the structure of the procurement, and observations around the proposed lotting structure iii. Observations of any proposed duration of contract iv. Any other factors considered relevant or suggestions on how your organisation could add value to for the above procurement in regard to the potential requirements. v. Any other factors considered relevant. This Prior Information Notice serves to alert the marketplace to this opportunity and enable the Council to use any gathered information to shape the proposed procurement. The Council invites interested prospective contractors to lodge an initial expression of interest for this opportunity electronically via Proactis https://supplierlive.proactisp2p.com/Account/Login. PLEASE NOTE all submissions must be submitted before 12:00 noon on 12th July 2024. Following consideration of the expressions of interest the Council may wish to engage in further discussions with the respondents that submit a proposal. All responses received will be considered confidential and dependent on the level of such initial interest the Council may undertake some soft market testing and preliminary discussions with potential providers which may also further help to inform the subsequent Invitation to Tender documentation that will need to be produced. Participating in this exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process. The Council will not meet any costs incurred by any party in responding to this notice. This PIN does not constitute a commitment by the Council to undertake a procurement exercise in the future.
