Description

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

Total Quantity or Scope

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. These beds are designed to provide a community-based option for patients who have had an acute inpatient treatment but do not have confirmed discharge destination. The goal is to offer a supportive environment for patients during their transition from acute care to home or other settings. We are experiencing a high demand in our Mental Health acute bed pathway which is resulting in unplanned ECR spend. One root cause of the demand is a 225 proportion of bed occupancy being linked to individuals who are clinically ready for discharge (CRFD) but has not discharge plan agreed or provided. These beds will therefore support this cohort who do not require an acute Mental Health bed or can also be used for those patients with comorbid physical health and Mental Health issues and can be cared for in the Providers clinical environment. The provider has access to beds that are clinically appropriate, and they are currently available. They are CQC registered and have PLT in reach. The supplier was identified through one our neighboring NHS organisations within the London region who have utilised services previously with no concerns raised to the service prior to actioning the agreement to support patient flow within our inpatient facilities. These beds will therefore support this cohort who do not require an acute Mental Health bed or can also be used for those patients with comorbid physical health and Mental Health issues and can be cared for in the Mildmay clinical environment. Due to urgent care needed for this cohort of patients, it was identified that Mildmay Hospital can facilitate the request at short notice diverting the patients to this alternative allowing further capacity to be identified within our service. Potential steps may include: excluding the conflicted member from related discussions, excluding the conflicted member from decision-making, delegating the matter to a sub-committee of non-conflicted decision-makers, or seeking independent advice to help make the decision.
