Description

Period of 3 years from 1st November 2024 to 31st October 2027 With a further option to extend for up to 1 year Potential end date: 31st October 2028 Rhondda Cynon Taf County Borough Council has an ageing population where the demand for disabled adaptations continues to grow. The Council has a number of strategic aims in its Local Housing Strategy document “Housing Matters”, which aims to encourage housing led regeneration and provide a good quality living environment which promotes health, wellbeing and independence for residents. Significant investment in mandatory DFG’s (Disabled Facilities Grant) and other discretionary housing grants supports this strategy. Currently the Private Sector Housing Unit provide assistance to over 2200 properties a year, either via grant aid or the installation of minor works of adaptation. Individual schemes can range in value from GBP50 for minor adaptations to in excess of GBP 25k for large renovation or adaption projects. Lot 1 - General Building Work (Below GBP 25,000) Lot 2 - General Building Work (Over GBP 25,000) Lot 3 - Plumbing Work Only Lot 4 - Stair Lifts Only Lot 5 - Vertical Lifts Only Lot 6 - Minor Works of Adaption up to a Value of GBP 1000 (including Electrical, Blacksmiths and Minor Building Work)

Lot Division

1 General Building Under 25000 pounds

This category of work covers building work ranging from large external ramps and steps, internal alterations, small extensions etc below the 25,000GBP limit. Works must exceed 4000GBP in value on each allocation (this may be a combination of one or more smaller schemes at more than one property) In exceptional cases work less than 4000GBP can be offered where delay would be detrimental to health and safety of grant applicant

2 General Building Work Over 25000 pounds

This category of work covers large scale adaptation and renovation projects that could include complete house refurbishment and new extensions.

3 Plumbing Work

This category of work is predominantly looking at adaptations to existing bathrooms, with installations of level access showers and all associated works such as tiling, non-slip floor covering, etc. There may also be the need to carry out very small scale ancillary building work (up to a max value of 1k) to facilitate the bathroom adaptations (e.g. move a doorway, re-plaster a wall/ceiling, etc).

4 Stair Lifts Only

This category covers the installation of all types of stairlift, together with any minimal ancillary work to facilitate the lift installation (e.g. alterations to the stair bulkhead, newel post, etc).

5 Vertical Lifts Only

This category covers the installation of all types of internal or external vertical lift, together with all ancillary preparation work. Large scale works to prepare for lift installation (e.g. external excavation, retaining walls, floor apertures, etc) must be designed and co-ordinated and carried out by this contractor.

6 Minor Works of Adaption up to a Value of GBP1000

This category covers all types of urgent minor works of adaptation recommended by Community Care staff. Work will include things like grab rails and handrails installations, key safes, small ramps, etc. This category may include specific specialist work types (Blacksmiths, Electrical and Minor Building Works) with orders ranging in value from less than 50GBP to the 1000GBP maximum.

NOTE: The authority is using eTenderwales to carry out this procurement process. To obtain further information record your interest on Sell2Wales at https://www.sell2wales.gov.wales/search/search_switch.aspx?ID=140729 The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Social value will not be requested on this contract as despite an overall high contract value, there are 84 lot positions and therefore the spend per contractor is quite low, plus the contractors are likely to be very small in nature, many sole traders, so their potential SV responses would be extremely limited.
