Description
Norfolk County Council is intending to award a contract for NHS Health Checks Community Provisions. This notice is a notice of intention to award under the Health Care Services ( Provider Selection Regime) Regulations 2023. The service will comprise the following key elements: • Flexible and accessible community-based provision delivered by trained practitioners as per the NHS HC Competency Framework.• Minimum target delivery of 22,700 NHS Health Checks.• A focus on engaging innovatively with communities across Norfolk, as well as to targeted groups where there are higher levels of deprivation and health inequalities.• Working closely with GP practices across Norfolk to provide capacity support, raise awareness of NHS HCs and encourage NHS HC invitations. • Providing support with the expected roll-out of the NHS Digital Health Check in 2024.

The value indicated is for the initial terms of 36 months only and is exclusive of VAT and any price increases as per the terms and conditions. This is a notice of intention to award a contract under the Health Care Services (Provider Selection Regime) Regulations 2023 - Competitive Process. The service is for NHS Health Checks - Community Provision in Norfolk. Any representations ( as per the Health Care Services ( Provider Selection Regime) Regulations 2023 should be received by midnight on 4th July. This gives time for any provider who might otherwise have been a provider of the services to which the contract relates to make representations; and for the council to consider those representations and respond as appropriate. If following the council's review of its representations a provider wishes to request that the Independent Patient Choice and Procurement Panel considers its representations, then it must submit its request using a pro forma published by the panel within 5 working days of receiving the council's decision.A framework agreement has not been established for this requirement and a framework agreement was not used to procure this contract.The contract is for 36 months with the right to extend for a further 48 months. The contract is to start 1 October 2024The value included in this notice is for the first 36 months not including VAT or any inflation increases agreed by the Council in accordance with the terms and conditions of this contract.This contract is for a new service. The Council did have a previous contract for Health Checks but this contract and specification are significantly different. The winning provider is an existing supplier.No conflicts of interest were declared during the procurement process.The decision makers were the Council's Head of Complex Transactions and Sourcing and the Council's Assistant Director - Public Health Commissioning.
