Description

Cornwall Council has a statutory obligation under the Health and Social Care Act 2012 and the Local Authorities Regulations 2013 to provide confidential, open access sexual health and reproductive health services for the population of Cornwall and the Isles of Scilly. This includes the provision of comprehensive testing and treatment for sexually transmitted infections, contraception, sexual health promotion and HIV prevention services. Public Health has a requirement to commission clinical services that are accessible across Cornwall and the Isles of Scilly and they must be commissioned from the ring fenced Public Health Grant. The local authority via public health have a statutory duty to commission and provide local sexual and reproductive health services for the whole of the population across Cornwall and the Isles of Scilly. Therefore, it is necessary to commission a sexual health service in Plymouth (with University Hospitals Plymouth NHS Trust – UHPT), for our Cornish residents that choose to access a sexual health service in Plymouth.

Total Quantity or Scope

The PSR has introduced three provider selection processes that relevant authorities can follow to award contracts for health care services. These are the: Direct award processes (A, B, and C). These involve awarding contracts to providers when there is limited or no reason to seek to change from the existing provider; or to assess providers against one another, because: the existing provider is the only provider that can deliver the health care services (direct award process A)
