Legal Justification

Perth & Kinross Council intend to appoint a supplier to provide energy advice and support on home energy efficiency and to support the HEEPS-ABS and ECO4 contracts. Perth & Kinross Council intend to direct award this contract to SCARF. SCARF have been providing this service for the local authority over a number of years through a Service Level Agreement and as the work is of a specialist nature and there are limited suppliers with the required level of expertise, the intention is to direct award to SCARF to ensure continuity of the service.

Other Information

The contract value is the estimated value for the contract; the contract is proposed to have a 45 month contract period with the option to extend for 12 months. The initial contract will endure until 31 March 2028, with the optional 12 month extension. If the extension is approved, the contract will endure until 31 March 2029 (to give a potential overall total contract period of 57 months).
