Description

NHS Wales Shared Services Partnership – Procurement Services (NWSSP), hosted by Velindre NHS Trust, is seeking to renew its Framework Agreement (CLI-OJEU-46491) All Wales Trauma, Orthopaedic and Joint Replacement framework. The framework agreement is and will continue to be utilised by NHS Wales bodies as defined in the National Health Services (Wales) Act 2006. Please note the estimated value in II.1.5 is 33,000,000.00 GBP per annum. The proposed framework agreement is broken down into Lots detailed within section II.2 Description of this notice.

Lot Division

1 Hip Implants (Primary, Revision and Hemi Arthroplasty)

Primary and Revision Hip Replacement: joint replacement including fractured neck of femur, hemi arthroplasty, bespoke and custom made

2 Knee Implants (Primary and Revision)

Primary and Revision Knee Replacement: joint replacement including partial knees, bespoke and custom made implants.

3 Extremities Arthroplasty

Shoulder, elbow, ankle, small joint reconstruction and fracture management through prosthetic arthroplasty including bespoke and custom-made implants.

4 Trauma: Internal and External Fixation and Consumables

All trauma specific and implants, by way of emergency trauma and non-reconstructive and congenital correction implants, external fixation devices and consumables. Elective subspecialty plating and patient care in hand and wrist, foot and ankle, and cranio. Maxillofacial implants are also included.

5 Spinal

Orthopaedic spinal implants and consumables including spine specific cements and substitutes.

6 Arthroscopy and Sports Medicine

All capital and consumable items required for arthroscopic surgery including all stack systems, hardware and consumables for resection and ablation. All specialist instrumentation, disposables and implants for soft tissue repair and mobilisation.

7 Bone Preparation

Bone cement, mixing systems, pulse lavage, bone substitutes, cement pressurisers, cement removal and associated products.

8 Orthopaedic Power Tools and Consumables

Large bone, trauma, high speed and specialist power tools including all loan agreements, purchase options, maintenance and all associated costs

9 Biologics

All biologic and synthetic bone and soft tissue substitutes and additional products such as platelet separation systems.

10 Value Based Solutions and Innovation

As part of NHS Wales' drive to improve efficiency across the service, NWSSP is seeking value-based opportunities In order to understand what solutions may be available in the current market, suppliers will be able to submit plans to determine how partnerships/services/solutions can be developed with participating Organisations including what products and/or services are available to facilitate Value Based Healthcare Outcomes, what support will be given and under what circumstances. Crucially what benefits and efficiencies can be expected from them.

NHS Wales, via NHS Wales Shared Services Partnership, would like to hold pre-tender dialogue with interested Bidders. This will be in the form of a webinar to capture any queries regarding the framework renewal. The event will be held between August-September 2024, date to be confirmed. Interested parties are requested to complete the attached short Questionnaire with subject to read 'Expression of Interest' to: nwssp.procurementcataloguetraumaort@wales.nhs.uk. The questionnaire includes a section to propose any questions in advance of the webinar. Interested suppliers are asked to ensure their interest is registered and questionnaire is returned by COB 15th July 2024. The estimated date of publication of the invitation to Tender is November 2024 - January 2025. The purpose of the PIN is to advise the supply market of the upcoming opportunity.
