Description
A national framework covering a range of advertising relevant to the public sector, including recruitment via agency and self service recruitment advertising direct to a job board without any recruitment agency involvement, public notices, advertising campaigns, student marketing, public relations services, management of commercial advertising space and e-recruitment and related systems. This lot is for customers seeking a broad range of services in terms of campaign and media related advertising. The type of campaigns in which customers may be looking to advertise may be broad and diverse. |
4 | Student Marketing
This lot is for customers seeking a broad range of services in terms of student attraction/recruitment advertising, customer branding and other related marketing services. |
5 | Public Relations Services
This lot is for customers seeking a broad range of services in terms of public relations services. The main objectives for customers will be to receive support and advice on building, maintaining, enhancing and protecting reputation, trust and credibility with stakeholders and audiences of strategic importance. |
6 | Management of Commercial Advertising Space
Customers will require a service provider to manage advertising and/or sponsorship arrangements on physical spaces and assets identified by the customer. Service providers will source suitable advertisers or sponsors to display approved signage, acknowledging their sponsorship (if required), on the customer space. In return the advertiser/sponsor will pay a fee to the service provider, out of which the customer will receive an agreed income. |

Customers will require a service provider to provide a cloud-based recruitment software, web-based resources and other technology to find, attract, interview and hire new personnel. |

Renewal Options
The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated in Section II.1.5 includes the option period.

ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders information only. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.
