Description
This is a voluntary ex ante transparency notice and is intended to provide notice of the Authority's intention to award a grant to support the delivery of a Planned Overnight Visit Service. Which is a provision of a Planned Overnight Visit Service providing palliative nursing care for patients who are in the end of life stage of their illness - provided by Registered Nurses and Senior Healthcare Assistants. Also includes supporting a phone advice service for families and carers. The ICB intends to award the grant to support the delivery of these services to Marie Curie to deliver these services.
Total Quantity or Scope
This notice is made by the Contracting Authority; NHS Suffolk and North East Essex Integrated Care Board (hereinafter referred to as "the Authority") in compliance with their local standing financial instructions (SFIs) to notify the market of the intention to award a grant to support a Planned Overnight Visit Service to Marie Curie. The total grant value is £322,937. It is a one year grant commencing. The Authority will observe a 10-day standstill from the date of publication of this VEAT, during which the Authority will not enter into any arrangement.

Legal Justification
Risks associated with the discontinuation of the service: • Lack of night support for EOL patients resulting in increased hospital admissions. • Family/carer burn out - leading to increased support required for the patient and emergency admissions. • Increased spend in NHS Continuing Healthcare to commission night support where Marie Curie are unable to support. The Authority is to retain the provision with the provider named in this notice to ensure the risks (list is not exhaustive) are prevented. The Authority is supporting this organisation through a grant arrangement. The Authority believes competition is absent for the technical reasons outlined above and the potential for patient harm and disruption.

The Service to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 as amended by as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020, (the "Regulations"). As such, the Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services. The Service to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 as amended by as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020, (the "Regulations"). As such, the Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
