Description
To provide targeted early help for children and young people aged 13 - 19 (up to 25 with SEND) who have additional or complex needs in order to improve their outcomes and reduce inequalities by: - helping young people overcome barriers in order to fully engage in education, employment or training meeting statutory duties as specified in the description of service, - providing support and interventions that will engage and challenge vulnerable young people to help them develop their resilience and make a positive difference to their lives and to their communities. Service outcomes. The service will work in line with the early help strategy in partnership with other services, providers and organisations to deliver the following outcomes to young people: 1) young people are emotionally resilient; 2) young people are healthy; 3) young people are in education, employment or training; 4) young people are safe; 5) young people make a positive contribution. Service capacity: The service will have capacity to provide targeted support for 90 young people at any one time. Client group and criteria: - young people aged 13 - 19 (up to 25 with SEND) who have additional vulnerabilities, - young people aged 16 - 18 who are NEET (up to 25 with SEND), - young people aged 13 - 19 (up to 25) with SEND, - young people living in Bath and North East Somerset, - young people attending education provision in Bath and North East Somerset in YR 11 (for short intervention and support with transitions). The service will support young people who have an identified need, as described in working together to Safeguard Children 2018, and will be a key delivery partner of the early help strategy providing targeted early help at Levels 2 and 3 (additional and complex needs) of the Bath and North East Somerset Continuum of Need Windscreen Model and in line with the B&NES Thresholds. Whilst the service is predominantly an early help service working at Level 2/3 on the windscreen model below, it will also contribute to support plans led by social care and other specialist services at Level 4 where the service can provide support and interventions to help meet the needs of the young person as part of a statutory plan or step down process and to prevent needs escalating. These services fall under the Light Touch Regime.
Total Quantity or Scope
This notice concerns a modification to an existing contract, to extend the contract duration by a further 6 months beyond the initial term. This modification is not considered to be a material modification. The council is reviewing the service in order to confirm future commissioning intentions in respect of the services currently delivered under this contract.

Legal Justification
The Council proposes to make a modification to an existing contract under Regulation 72(8) of the Public Contracts Regulations 2015. The proposed modification to the contract is considered lawful because it is not material. It is for the same services as the original contract - for a further 6 month period, beyond the initial 5 year contract term. The modification does not render the contract materially different, would not have allowed admission of other candidates / attracted additional participants, does not change the economic balance in favour of the contractor and does not extend the scope of the contract considerably. These services fall under the Light Touch Regime. The value of the contract during the additional 6 month period calls below the light touch services threshold, though the initial contract was above threshold.
