Description

The Financial Conduct Authority (FCA) is seeking to appoint suppliers to deliver specific services for the next three waves (Waves 5, 6 and 7) of the Financial Lives survey (FLS), with the contracts to take effect from March 2025. We expect these three waves to run from March 2025 to later in 2031. Suppliers can bid for one or more of the following specialisms: Specialism A: Delivery of fieldwork and weighted data Specialism B: Recontact surveys Specialism C: Data tables Specialism D: Reporting Specialism E: Cognitive testing and qualitative research

Lot Division

1 Specialism A: Delivery of fieldwork and weighted data
  • Value: £4M

This specialism is for the delivery of the main surveys (three in total, one per wave). Services will include:• Random probability-based survey design, sampling, questionnaire structure and simulations, weighting and technical report• Questionnaire review, survey script programming and testing• Data collection (online and by telephone), recruitment, incentive distribution, fieldwork monitoring and safeguarding • Data cleaning, validation and harmonisation

2 Specialism B: Recontact surveys
  • Value: £650K

Biennial recontact surveys in May (one per wave, three in total) and short recontact surveys (two per wave, six in total), including: • Recruitment and incentivisation • Script programming and testing • Data processing and weighting • Data and data tables • Methodological note

3 Specialism C: Data tables
  • Value: £650K

Production of data tables for the main surveys, including: • Profiling data tables, circa 20 volumes per wave • Tracker data tables, to identify statistically significant differences between waves • Gross data tables, which present results in terms of millions of UK adults • Amending the profiling and tracker tables for publication

4 Specialism D: Reporting
  • Value: £200K

• Authoring/ co-authoring reports for publication • Producing/ supporting the production of slide decks for publication • Support analysis and reporting for different teams at the FCA (not necessarily for publication) The exact scope of work varies between waves.

5 Specialism E: Cognitive testing and qualitative research
  • Value: £300K

• Cognitively testing new questions for each wave of the main survey • Follow-up qualitative research with respondents from the main survey The exact scope of work varies between waves.
