Description

The purpose of this Flexible Framework Agreement (FFA) is to create a list of Providers who can offer alternative education placements to Key Stage 1 (Years 1 and 2), Key Stage 2 (Years 3-6) Key Stage 3 (Years 7-9) and Key Stage 4 (Years 10 and 11) pupils who have been excluded from school or at risk of exclusion, at risk of disengaging from mainstream school provision or otherwise require alternative education provision to meet their educational entitlement. The provision is for those pupils who need a more individualised personal, social and academic curriculum. The Council is creating this Flexible Framework without restrictions to the number of Providers who can join, only that they meet all the requirements of the application process and Service Specification. The flexible framework will allow Providers to apply for one or more Lots they want to be considered for. Providers will have the opportunity to join the framework during its life. In addition, Providers appointed to the flexible framework will be able to apply for additional Lots during its life. The flexible framework is an open opportunity and Providers may submit applications to join the flexible framework at any time over the duration of the framework. The Council will close the opportunity every 3 months and download and evaluate submitted applications. The framework will then immediately reopen for a further period of 3 months. This process will be repeated for the duration of the framework. This Flexible Framework opportunity will be available to South Tyneside Council and to all the primary and secondary schools, academies and places of education based within the South Tyneside Council boundary area (known as "Participating Organisations"), a list of which can be found: Find a school and school holiday dates - South Tyneside Council.

Lot Division

1 Primary (KS1 and KS2 - age 5-11 years)

LOT 1 Primary KS1 and KS2 - age 5-11 years - must provide education with a focus on achieving KS1 and KS2 outcomes to ensure that pupils are ready to make a successful transition into Secondary education.

2 Secondary (KS3 and KS4 - age 11-16 years)

LOT 2 Secondary KS3 and KS4 - age 11-16 years - must provide education with a focus on achieving academic qualifications (GCSE or alternatives) to ensure that pupils are ready to make a successful transition into post 16 education or training.

3 Medical and Therapeutic (KS1-KS4 - age 5-16 years)

LOT 3 (Medical and Therapeutic) has 2 sub-lots: Sub-lot 1: KS1 and KS2 - age 5-11 years Sub-lot 2 KS3 and KS4 - age 11-16 years Must provide education for pupils who have been prevented from attending their mainstream School as a result of mental health or medical needs. These may be physical, emotional, or psychological.

4 Emotionally Based School Avoidance (EBSA)

LOT 4 Emotionally Based School Avoidance (EBSA) has 2 sub lots: Sub lot 1 KS1 and KS2 - age 5-11 years Sub lot 2 KS3 and KS4 - age 11-16 years Must provide a broad and personalised education programme for pupils with emotionally based school avoidance. The service will provide tailored support for pupils, with the aim of successful reintegration in their 'home' school.

5 Alternative Curriculum and Enrichment Service

LOT 5 (Alternative Curriculum and Enrichment Service) has 2 sub lots: Sub-lot 1 KS1 and KS2 - age 5-11 years Sub-lot 2 KS3 and KS4 - age 11-16 years Must provide a creative and alternative programme that enhances or provides an alternative curriculum for KS1 - 4 pupils. The service will provide tailored support for pupils who are disengaged with learning in the classroom or face challenges with the pace of a classroom curriculum.

6 Day 6 Exclusion

LOT 6 (Day 6 Exclusion) has 2 sub-lots: Sub-lot 1 KS1 and KS2 - age 5-11 years Sub-lot 2 KS3 and KS4 - age 11-16 years Must provide education from day six for any pupil who has a permanent exclusion from their mainstream School, and can register a child onto their school roll, so that they can continue with their education with the minimum of disruption.
