Description

Ansa Environmental Services Ltd (Ansa) is a wholly owned company of Cheshire East Council (the Council) responsible for the Council’s waste collection, street cleansing, grounds maintenance, social transport and fleet management services. As part of these responsibilities Ansa operates 15 road sweepers, including 7 large road sweepers, and is responsible for the treatment and disposal of the silt (street cleansing residues) generated by the road sweeping operation. Ansa’s headquarters are located at; Environmental Hub, Cledford Lane, Middlewich, Cheshire, CW10 0JR. The Environmental Hub is used as a waste transfer facility which handles over 120K tonnes of various waste types per annum. Ansa collects approximately 5,000 tonnes of street cleansing residue per annum which is transferred to a re-processor via an unsheltered waste transfer bay located at Ansa’s headquarters. Ansa is concerned that limitations of the existing waste transfer bay drainage system may cause flooding during inclement weather.

This PIN is issued as part of a market engagement exercise to ascertain whether a solution to the drainage problem can be developed. … Road sweepers deposit the silt into an unsheltered waste transfer bay. The silt is then stored in the waste transfer bay and loaded in to trailers to be collected by Ansa’s silt processor. Under normal circumstances the silt dewaters under gravity, with the run-off entering a silt trap There is a risk that during inclement weather the drain at the entrance of the waste transfer bay will block and cause flooding. The drain system at the entrance of the waste transfer bay is seen as insufficient. Please refer to images provided at SMT Appendix One, which shows the existing drain system, site plan and layout of the silt waste transfer bay. Approximately 40 tonnes of silt is deposited in the waste transfer bay per day. Ansa is seeking to develop a drain solution which can sufficiently handle the liquid run-off from this volume of silt and prevent the drain from blocking. Interested suppliers are required to complete the short SMT Questionnaire. Site visits are available on request during the period 29 July to 30 August. Requests for site visits should be submitted via the Proactis Message function. Further details of the requirement can be found within the SMT document which forms part of this PIN and can be downloaded via the Proactis procurement portal. Responses to the SMT Questionnaire must be provided by 17.00 on Friday 13 July. Ansa is bound by the Public Contract Regulations 2015 (the Regulations) and has issued this Prior Information Notice (PIN) in accordance with s40 of the Regulations. Ansa reserves the right not to commence a procurement procedure.
