Description
The Low Vision Service is a habilitative and rehabilitative pathway offering a specified range of services with the overall objective of enabling people with sight loss, especially the newly diagnosed, to make maximum and best use of their remaining eyesight and vision to patients across Somerset. It provides a seamless service to people with a visual impairment, linking Ophthalmology Outpatients, GP Services, Low Vision Services, Care Management and Rehabilitation Services. The aim is to offer a cost effective service, allowing people to access primary care services closer to home, and therefore help reduce inequalities.
Total Quantity or Scope
NHS Somerset ICB are intending to award a contract to an existing provider following direct award process C. The Low Vision Service is a habilitative and rehabilitative pathway offering a specified range of services with the overall objective of enabling people with sight loss, especially the newly diagnosed, to make maximum and best use of their remaining eyesight and vision to patients across Somerset. … The contract value will be £152,000 approximately for 23 months. The contract will run from the 1st August 2024 until 30 June 2026. This notice has been published by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 7th August 2024 . This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The Commissioner made the decision of directly awarding the incumbent Provider Somerset Sight in accordance with the following five criteria outlined in Regulation (9) of the Health Care Services (Provider Selection Regime) Regulations 2023: • Quality and innovation • Value • Integration, collaboration, and service sustainability • Improving access, reducing health inequalities and facilitating choice • Social value The authority is assured that the current provider is delivering this service and outcomes to a satisfactory level and meeting the needs of the Somerset Population and provides support to those who are registered blind or partially sighted. The provider has demonstrated their ability to meet the growing demand for these services and therefore reducing pressures in other parts of the system and actively reducing health inequalities. A direct award to Somerset Sight would be appropriate and present the best value for the Commissioner in this circumstance. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. Representations by providers must be made to decision makers by 7th August 2024 . This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The decision was approved in line with Somerset Integrated Care Board's Scheme of Reservation and Delegation by the Primary Care Operational Board and Finance Committee.
