Description

FLS had a requirement to place a contract with external Service Providers for the provision of Timber Haulage. FLS requires the haulage of small round wood timber from its North, Central, East and West regions to various mills across the UK in order to fulfil delivered-in requirement of some of the lots of the Small Round Wood Long-term contracts (SRW LTCs) where the customers have opted for delivered-in service. These customers are not at liberty to opt out over the term of the SRW LTC. These contract covers delivered-in requirements to various customer mills across Scotland. The costs associated with the delivered-in element of these contracts shall be passed on to the respective SRW LTCs customers that opted in for the service at cost without mark-up. As a result, there may be need to share pricing information including open book breakdown to the respective SRW LTC customers and the suppliers will be made aware of this within the tender documents. In addition to fulfilling the delivered-in requirement of the SRW LTC, the contracts will also provide for in-wood haulage for Central region, and occasional ad-hoc timber haulage within the regions. In order to align with our Timber Sales Contract, these contracts will run for an initial period of 4 years and 11 months, commencing May 2024 with option to extend for a further 5 years to 31 March 2029.

** PREVIEW NOTICE, please check Find a Tender for full details. ** The Service Provider should note that although the value of the Contract has been estimated at 26.4million GBP, FLS may modify the Contract, irrespective of the monetary value of those modifications, within the scope permitted under Regulation 72 (1) and specifically Regulation 72 1(a) of The Public Contracts (Scotland) Regulations 2015, should operational reasons require it. Actual requirements can vary due to changes in (for example); - Increased budget to cope with an increase in requirements (Reg 72 1(a)) - Increased costs in excess of the contractual price review mechanisms due to fluctuating market conditions, on the production of evidence from the Service Provider and approval of FLS: - A change to a supply location; - A change to a point of delivery; - A change to Forestry and Land Scotland’s delivered-in or in-wood requirements; - A requirement for Low Ground Pressure vehicle configurations on Forestry and Land Scotland’s restricted road network; or - Additional unforeseeable requirements relating to the haulage of small roundwood timber. In the event of additional works being awarded, the pricing structure in Schedule 3 will apply for these modifications. The pricing will be as per the agreed rates for the particular type of work at the time of modification. Any modifications will be carried out in compliance with these Terms and Conditions.
