Description

British Embassy Kyiv is seeking a Political Economy Analysis Provider to provide regular, short- and long-term political economy analyses (PEA), particularly at the sub-national level. This will ensure the UK’s strategy, policy, and programmes are informed and influenced by up-to-date and on-the-ground analysis to drive effectiveness of UK objectives in the complex operating environment of Ukraine.

Total Quantity or Scope

The PEA Facility will sit within the British Embassy Ukraine’s Governance Reform Programme (GRP). GRP is a 3-year programme designed to support Ukraine’s institutional reform through support to anti-corruption, state-owned enterprise reform, rule of law, and digitalisation. It will also home this Political Economy Analyses (PEA) Facility to ensure the FCDO’s activities in Ukraine are underpinned by contextual and thorough PEA. We are looking for a Supplier to: Objective 1: Build understanding of Ukraine’s national and sub-national political economy under wartime conditions and the post-war transition. Objective 2: Build understanding of national and sub-national level political economy incentives and constraints affecting delivery of the UK’s ODA portfolio (focused on: humanitarian, economic recovery and energy, fiscal, social recovery, security and stabilisation, and reform). Objective 3: Generate demand for and deepen HMG and HMG’s partners’ understanding, uptake, and utilisation of political economy research.

We would welcome those with experience in the following areas: • Conducting Political Economy Analysis and providing expert advice (including identification of entry points) and quality assurance to the FCDO. • Providing both quick and longer-term analysis in a variety of formats (reports, PowerPoint presentations) with expertise in delivering and facilitation political economy training, workshops and strategic dialogues to ensure that research is taken up and utilised by teams.
