Description

Haringey Council ("the Council") is in the process of commissioning the provision of Domestic Abuse and Violence Against Women and Girls (VAWG) support services. The Domestic Abuse and VAWG support services will be divided into 8 specialised lots, encompassing refuge accommodation, community-based services, specialist provision for ethnically minoritised, and LGBTQ+ communities, support for children and young people, Multi-Agency Risk Assessment Conference coordination, and support for GP practices through Identification and Referral to Improve Safety. These services aim to response violence against women and girls, foster a robust and coordinated community response, and provide comprehensive support to victim/survivors and their children who are affected by domestic and gender-based abuse.

Lot Division

1 Generalist Domestic Abuse Advocacy Support

The council is seeking to commission a generalist advocacy and support service for all women aged over 16 experiencing gender-based abuse including but not limited to domestic abuse. This service will work across all risk levels and deliver support which will include (but not be limited) to Independent Domestic Violence Advocacy (IDVA) for victim/survivors at medium to high risk and Floating support for victim/survivors at standard risk.

2 Minoritised women's Domestic Abuse Advocacy and Support

The council is seeking to commission a specialist by and for support service for ethnically minoritised women aged over 16 experiencing gender-based abuse including but not limited to domestic abuse. This service will work across all risk levels and deliver support which will include (but not be limited to) Independent Domestic Violence Advocacy (IDVA) for victim/survivors at medium to high risk and Floating support for victim/survivors at standard risk.

3 LGBTQ+ Independent Domestic Violence and Advocacy service

The council is seeking to commission a specialist by and for Independent Domestic Violence and Advocacy service for LGBTQ+ residents of all genders experiencing gender-based abuse including but not limited to domestic abuse, aged over 16. This service will work across all risk levels and support delivered may include (but not be limited to) Independent Gender Violence Advocate for victim/survivors at medium to high risk and Floating support for victim/survivors at standard risk

4 Generalist Refuge Accommodation

The council is seeking to commission approximately 10 units of accommodation and support services for women and their children fleeing domestic abuse and other forms of Violence Against Women and Girls. This service will work across all risk levels and support delivered may include (but not be limited to) Casework for women living in refuge and Resettlement support. The service will be delivered in the London Borough of Haringey, with casework and support available to each victim/survivor, and an out of hours number.

5 Minoritised women's Refuge Accommodation

The council is seeking to commission a specialist by and for organisation to deliver approximately 9 units of accommodation and support services for minoritised women and their children fleeing domestic abuse and other forms of VAWG. This service will work across all risk levels and support delivered may include (but not be limited to) Casework for women living in refuge and Resettlement support. The service will be delivered in the London Borough of Haringey, with casework and support available to each victim/survivor, and an out of hours number.

6 Multi-Agency Risk Assessment Conference Coordination

The council is seeking to commission a Multi-Agency Risk Assessment Conference (MARAC) coordination and training service to securely convene and coordinate all aspects of the MARAC within the London Borough of Haringey. The service will coordinate the Haringey MARAC to ensure victim/survivors and their children are supported to keep safe and improve outcomes for all victim/survivors, but in particular: • Victim/survivors of harmful practices • Repeat referrals where there is little to no engagement with support services • Young victim/survivors • Disabled victim/survivors • Ad hoc closed MARACs e.g., local professionals, Local Authority Designated Officer (LADO) The Haringey MARAC will be coordinated on a 3-weekly basis with emergency MARACs convened when needed. The service will also deliver training to a range of frontline services, the training programme will be developed in response to needs and gaps identified through MARAC.

7 Domestic and Gender-Based Abuse Prevention and Support for Children and Young People

The council is seeking to commission a schools and community-based service to provide education and intervention services for children and young people of all genders who are experiencing, or at risk of, gender-based abuse. This service will educate children and young people about healthy relationships, encourage healthy attitudes in relation to gender, and support the prevention of domestic, and gender-based, abuse in Haringey. This will be achieved through a range of different activities including but not limited to: • Evidence based and age/development-appropriate education programmes for primary and secondary aged children • Specialist domestic abuse-related advice to inform the planning, design and delivery of the PSHE agenda/curriculum in schools • Intervention work for young people of all genders aged 11 - 20 • Training and support for teachers and parents

8 Identification and Referral to Improve Safety Service

The council is seeking to commission an Identification and Referral to Improve Safety (IRIS) service across the 34 GP practices in Haringey. The service will acquire an IRIS license and devise a structured training plan to ensure clinical and non-clinical staff across the 34 GP practices are better able to recognise domestic abuse and other forms of Violence Against Women and Girls (VAWG) and refer patients to support at the earliest stage possible. The service will also provide short term support through the form of casework, for patients referred into IRIS, who are identified as standard to medium risk. Any high-risk cases will be referred into the VAWG pathway.
