Description
His Majesty's Revenue and Customs (HMRC) (The "Buyer") is the UK's tax, payments and customs authority and collects the money that pays for the UK's public services and gives financial support to people. HMRC is seeking a single supplier (The "Supplier") to provide onboarding of a Credit Reference Agency (CRA) as a data source within the Government Gateway Identity Verification (IV) function. Government Gateway is a cross-government service and focuses only on user authentication, allowing government organisations to take ownership of additional functions. It is a modern standards-based platform providing credentials that citizens and organisations can use to securely access online services across government. Whilst HMRC offers multiple identification verification methods, such as driving licence and/or passport checks, an identification verification service utilising credit file data and performing a subsequent credit reference check is also required. This service supports accessibility to HMRC customers who, for example, may not hold a passport or driving licence. The current contract which facilitates this credit checking service is due to expire in December 2025 and it is currently envisaged that procurement for the new credit checking service contract will launch during Quarter 1 of 2025 (calendar year). Note - the procurement may not go ahead in this and/or any format and any procurement is subject to relevant internal projects and approvals.
Total Quantity or Scope
The purpose of this PIN is to: a) advise the market that HMRC is considering undertaking a tendering exercise to award a new contract for the provision of the Government Gateway Credit Checking Service; and b) invite potential providers to register their interest for an upcoming market engagement exercise through HMRC's eSourcing system (SAP Ariba) - using the instructions provided below. SAP Ariba registration You will be required to register for a HMRC SAP Ariba account to take part in HMRC's market engagement. To register for an HMRC SAP Ariba account please follow the link below in full. Please note that to access HMRC's version of SAP Ariba for the first time you must enter via the below link regardless of whether you have an existing account for the wider SAP Ariba procurement network. http://hmrc.sourcing-eu.ariba.com/ad/selfRegistration As part of the registration process you will receive a system generated email asking you to activate your SAP Ariba supplier account by verifying your email address. Once you have completed the activation process you will receive a further email by return confirming the 'registration process is now complete' and providing you with 'your organisation's account ID' number. If an email response from HMRC is not received within one working day of your request, please re-contact sapariba.hmrcsupport@hmrc.gsi.gov.uk (after first checking your spam in-box) notifying non-receipt and confirming when your registration request was first made. This team can also advise if there is an existing HMRC SAP Ariba account already created for your organisation. As policy, we do not allow for the same supplier to hold multiple Accounts. Once you have obtained 'your organisation's account ID' number, please email james.mak1@hmrc.gov.uk and e.procurement@hmrc.gov.uk with your account ID number. Further information about HMRC's procurement tool SAP Ariba, a Suppliers Guide and general information about supplying to HMRC is available on the HMRC website: www.hmrc.gov.uk/about/supplying.htm . If you have already registered on SAP Ariba then you may also need to re-register on HMRC's SAP Ariba in order to be added to the event. Scope of services The envisaged service requirements for individual identity verification checks can be accessed in the "Detailed PIN Information" document on SAP Ariba. Note - the requirement may also incorporate business verification checks, however this will be determined following market engagement. Market engagement activities and timescales In advance of any procurement, we intend to hold a virtual "PIN information session" at 11am on 9 September 2024 to give a verbal overview of the PIN objectives, outlined requirements and provide an opportunity to answer any questions. Please contact us via the SAP Ariba messaging system should you wish to attend. Furthermore, we intend to undertake a Request for Information (RFI) to inform our requirements and the procurement strategy. It is envisaged the RFI will launch via SAP Ariba in September 2024 and further details will be provided in due course. Information shared during any session may, at the discretion of HMRC, be made available to the market in order to maintain a transparent procurement process. However, HMRC reserves the right to not disclose such information where it deems it appropriate or there is a legal requirement not to disclose the information. HMRC also reserves the right to anonymise or redact such information where it deems it appropriate or there is a legal requirement to do so.
