Description
The UK Government’s Local Electric Vehicle Infrastructure (LEVI) fund supports local authorities in England to work with the chargepoint industry, to improve the roll out and commercialisation of local charging infrastructure. These public chargepoints will help residents who don’t have access to off-street parking and need to charge their electric vehicles (EVs). The LEVI Capital fund aims to: - deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England - accelerate the commercialisation of, and investment in, the local charging infrastructure sector WMCA on behalf of Transport for West Midlands (TfWM) and the 7 constituent LA areas of the West Midlands are seeking providers of Electric Vehicle Infrastructure (EVI) to deliver and manage a range of EVI solutions that will support its residents without the ability to charge off-street at home from their own residential electricity supply. The Authorities intend to enter into Concession Contracts with Charge Point Operators (CPOs) or other parties that will fund and deliver the required services, namely a network of publicly accessible electric vehicle charging spaces that meet the needs of local residents and demonstrably support the WMCA’s and constituent LAs’ EVI strategies, in-line with the requirements of the LEVI funding.

1 | Standalone Above Ground Asset (SAGA) E.g., Bollard / Pedestal / Wall Mounted charger, which is visible whilst not in use. AC Charging between 5kW and 25kW. |
2 | Streetlight Integrated Chargers (SLIC) Charging devices mounted on or integrated within streetlighting columns, standalone above ground assets using an electricity supply from an adjacent streetlighting column or equivalent electricity supply source (e.g., telecoms box), and, by exception, standalone above ground assets with a dedicated electricity supply co-located with any or all of the above. AC Charging between 5kW and 25kW. |
3 | Minimum Impact Charging Equipment (MICE) Charging equipment which does not protrude more than 2.5cm above ground level when not in use or is otherwise integrated into other street furniture or civil engineering structures, such that its presence does not present an additional visual or physical obstacle to highway users (including pedestrians) when not in use. Includes both inductive charging and ordinarily concealed conductive charging. AC Charging between 5kW and 25kW and DC Charging with a power output of not less than 25kW. |
4 | Higher Powered Charging (HPC) Equipment with a DC power output of not less than 25kW. |
5 | Passive Private Cable Management (PPCM) Solutions with associated residential power supply connected AC charging equipment, which enable vehicles to be safely connected to a residential electricity supply whilst parked on-street or in a publicly owned communal / shared parking area. Solutions must not interfere with the ability of pedestrian and wheeled equipment using the public highway, including footpath. |

WMCA will be undertaking a Market Engagement exercise to engage with providers of electric vehicle infrastructure in order to provide a better understanding of the solutions available in the market and to help inform on the most appropriate/desirable procurement route to facilitate delivery of the programme. The event will also be used to provide interested parties with more detail on the programme and to answer any questions that the market may bring. The Market Engagement Event will be held via Microsoft Teams on Wednesday 24th September 2024 from 10:00 – 12:00. Once interest has been registered, WMCA will issue interested organisations with further detail on the planned procurement and a pre-market questionnaire. The questionnaire will be used to support the market engagement and to get the honest views and thoughts of the market on their most preferable and viable route to market and contract setup.
