Legal Justification
The C-17 Delivery Team, part of the UK Ministry of Defence (MOD) (the Authority), has a requirement for the Provision of Cadmium Plating Training and Associated Spares in Support of the C-17 Aircraft. The Authority intends to award a new contract to renew the exiting provision with Sifco Applied Surface Concepts (UK) until 31st March 2027 (with options to extend by an additional 3 (three) years) at an approximate value of £0.05M (Inclusive of VAT). It is considered that this contract can be placed on a single source basis without prior publication of a contract notice as it is below the financial threshold of Public Contracts Regulations 2015 (PCR 2015). Sifco Applied Surface Concepts (UK) provide the C-17 electroplating equipment, the cadmium brush plating solution and procedure listed in the US Air Force (USAF) C-17 Technical Orders (TOs). Accordingly, Sifco Applied Surface Concepts (UK) are the only economic operator which has the required equipment, technical knowledge, expertise, and experience to undertake and discharge the contractor's obligations under this contract.
