Description

Purchase HLA typed human small airway epithelial cells (SAEC), lung microvascular endothelial cells (HMVEC-L) and human immune cells (PMBC). Cells will be used in an established Organ on a Chip (OOC) system at Porton Down.

Legal Justification

The absence of competition ground under Regulation 32(2)(b)(ii) is relevant as, based upon UKHSA’s requirements and market intelligence, there appears to be a monopoly market that applies in the current case. Operational colleagues have confirmed that there is a very limited market for the supply of cells from recently deceased, healthy humans appropriate for UKHSA’s income generation and infectious disease research purposes.
