Description
Hammersmith & Fulham (H&F) Council are tendering for two services to deliver a high quality 0-19 Public Health Nursing in Hammersmith and Fulham from 1st January 2027. The 0-19 offer will be in the form of two service specifications: 1. The health visiting offer (Lot 1). 2. The school nursing offer (Lot 2). Since the services fall within CPV Code 85323000-9 (community health services delivered to individuals) the procurement will be carried out under the Provider Selection Regime under the Health Care Services (Provider Selection Regime) Regulations 2023. The provider will build upon the current provision and link with our communities and family hubs to deliver a mixed model of: Universal service that is offered to all people. Targeted services that provide people with timely, personalised expert advice and support when they need it for a specific issue. Specialist services that provides people specialist practitioner treatment where providers will often work with other agencies to coordinate holistic wrap around support for people with acute or ongoing needs, including complex needs management.

The Contracting Authority is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) to engage with the market and to gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the proposed services. It is important to note that this PIN/RFI is not a call for competition and that the proposed services fall under the scope of the NHS Provider Selection Regime. It should also be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process. This PIN/RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise. The provider(s) will be involved in supporting us to deliver our Early Intervention Strategy, our Starting Well Strategy, and developing our Start For Life offer. Bidders will be required to register on the Social Value Portal to enter social value commitments from H&F Themes Outcomes and Measures (TOMs) framework. The Successful Bidder is responsible for paying the Social Value Portal Management Fee for the term of the contract. Description of the geographical coverage: Hammersmith & Fulham The contract will be divided into two separate lots dependent on the analysis of our needs and the market conditions. • Lot 1 will cover delivery of Health Visiting (0-5) including integrated delivery of Maternal Early Childhood Sustained Home Visiting (`MECSH`) targeted prevention (0-2). Estimated annual value: up to £2,640,000 Estimated total value: up to £18,480,000 over 7 years. • Lot 2 will cover delivery of the school nursing service (5-19 and 19-25 with SEND). Estimated annual value: up to £1,760,000 Estimated total value: up to £12,320,000 over 7 years. The initial contract period is likely to be 3 years, with the option 2 + 2 years extensions. Services are currently funded from the ringfenced Public Health Grant and will continue to be fully funded from this grant after re-procurement. Any potential reductions in funding will be in line with reductions in the Public Health Grant percentage reductions or within the conditions of the contract. This session will provide an overview of the proposed service models and procurement timetable. The aim of the event is to help identify all suitable providers and develop the service specification for the Lots.
